With reference to the letter from this Depart-
ment of the 31st ultimo, relative to the rejection by
the Mexican sanitary authorities of Chinese immigrants
from Hongkong, I am directed by Secretary Sir Edward
Grey to transmit to you herewith copy of despatches
as marked in the margin, which have been received
from His Majesty's Minister at Mexico on the subject.

No reply has yet been received to the letter
from this Department mentioned above enquiring whe-
ther the Earl of Crewe concurred in the proposal to au-
thorise Mr. Tower to put forward officially the sug-
gestion that the Mexican Government and the China Com-
mercial Steamship Company, should each appoint a doc-
tor to inspect the immigrants at Salina Cruz. In
view of the statement contained in the fifth paragraph
